Why do the Pokemon Genies have sacred Beast forms? Did gamefreak realize that genies do not make the best legendary pokemon?

Mind you, I like them a lot more as sacred Beasts than I did when they were genies :\

I love it so much!! I like that stroke's front forepaw did like lugia's wing in SoulSilver cover. if you see, stroke is more uneven.
